The Calculus of Continuity: Secret Network’s Path to Community Stewardship

Governance in decentralized networks is rarely tested until the original architects step away. For Secret Network, the pioneering Layer-1 blockchain for confidential computing, that test is currently underway. Following the announcement that its founding development team is concluding support for the L1 chain, the network faces a binary outcome: managed decline or a radical restructuring under community stewardship.

The Secret Network Foundation has put forward a formal proposal on the governance forum to pursue the latter. Dubbed “Secret^3,” the roadmap is an unvarnished attempt to solve the economic and coordination challenges of keeping a decentralized network alive without its original creators. It is a serious, structurally complex plan that asks stakeholders to accept significant dilution in exchange for continuity, aligned incentives, and built-in remediation.

Structural Restructuring over Migration

The core architectural decision of the Secret^3 proposal is the rejection of a chain migration. Rather than snapshotting balances and moving to an Ethereum Layer-2—a path that often leaves certain asset classes stranded—the community plan mandates that the existing Cosmos-based L1 continues. “There is no fork, and no migration is supported by the community,” the proposal states.

This approach ensures that every existing SCRT holder remains on the same chain. Crucially, this includes holders whose assets are locked in smart contracts, such as staked SCRT via Shade, preventing the disenfranchisement of users who participated in the network’s decentralized finance ecosystem.

To fund this continuity, the proposal introduces a dilution mint. The math is stark but necessary for the network’s economic viability. Under the current working model, existing supply would represent approximately 25.1% of the post-mint total. The newly minted allocations (roughly 74.9%) are designed to capitalize a new stewardship entity, incentivize validators and relayers, fund builders, and execute remediation. While dilution at this scale is a severe measure, the proposal frames it as the inescapable cost of capitalizing a real core team and maintaining functional infrastructure.

Built-In Remediation

A defining feature of the Secret^3 roadmap is its structural commitment to remediation. Past security incidents, notably the Axelar bridge exploit, have left lingering liabilities within the ecosystem. Where alternative plans have treated remediation as a contingent future possibility, the community proposal integrates it directly into the new tokenomics.

The proposal asserts that “there will be no backtracking on remediation,” establishing a defined allocation for affected users, with 30% of that tranche made liquid immediately upon execution. By hardcoding remediation into the continuance mint, the community is attempting to resolve legacy technical debt and restore trust as a foundational step for the network’s next phase.

Operational Viability and Validator Alignment

The success of a decentralized network depends entirely on the operators who secure it. Recognizing this, the proposal allocates 5.0% of the new mint (72 million SCRT) to a Validator Program.

This allocation is structured to demand long-term commitment. Validators receive 10% upfront, with the remaining 90% vesting quarterly over five years, contingent on active operation and a commission cap of 20%. This “vest-while-validating” model ensures that the infrastructure providers have sustained skin in the game. Furthermore, the Foundation commits to delegating to these validators from day one, ensuring they possess immediate voting power and commission revenue while their allocations unlock.

Strategic Pipeline

Beyond mere survival, the proposal outlines a strategic rationale for continuing the L1. Confidential computing remains a critical, underserviced sector in the broader blockchain ecosystem. The roadmap highlights a pipeline of proven teams preparing to deploy on Secret, including a confidential wellness platform leveraging 80,000 epigenetic records—a use case that fundamentally requires the privacy guarantees Secret provides.

Additionally, the network plans to deepen its integration with the Dstack technology stack under the Linux Foundation, expanding its Secret AI/VM capabilities. The return of a formalized Builder Program and continued support for native applications like SilentSwap indicate a focus on practical utility over speculative hype.

The Governance Test

The Secret^3 proposal is not a guaranteed success; it is a complex coordination problem. It requires a critical mass of multisig signers, validators, and token holders to accept severe dilution in exchange for a viable future. The proposal openly acknowledges existential risks, including the potential for governance capture by concentrated historical stakes and the challenge of rebuilding core engineering capacity.

However, the proposal represents a mature evolution in decentralized governance. It avoids empty optimism in favor of hard math and structural alignment. By presenting a concrete, economically grounded plan for continuance, the Secret Network community is attempting to prove that a decentralized protocol can outlive its founders.
